RIVERHILL GOLF STANDING RULES

“Tournament Hard Card”
Play is governed by the 2010-2011 Rules of Golf of the United States Golf Association, and where applicable, by the following Local Rules, Conditions and Definitions. Appendix I refers to the Appendix of Local Rules; conditions of the competition in the 2010-2011 USGA Rules of Golf booklet. Unless otherwise specified, the penalty for breach of a local rule or condition is two strokes in stroke play or loss of hole in match play.
1. TIME OF STARTING: Five-minute rule shall apply. See note under Rule 6-3, pg. 30 and Appendix I p. 119.
2. LIFTING AN EMBEDDED BALL: Relief for a ball embedded in its own pitch mark in the ground through the green shall be allowed, except if there is interference by anything other than the condition covered by this rule. See Appendix I Rule 4a, pg. 107.
3. OUT OF BOUNDS:
- When white stakes are used, the out of bounds line is determined by the nearest inside points of the stakes at ground level.
A ball is out of bounds when all of it lies out of bounds.
- When out of bounds is defined by a white line on the ground, the line itself is out of bounds.
- When the inside edge of a road or curb defines out of bounds, a ball that is on or beyond the road or curb is out of bounds
Dec. 27/20 A ball, which crosses a public road defined as out of bounds and comes to rest beyond that road, is out of bounds, even though it may lie on another part of the course.
- The inside edge of the curb behind the #18 green, #10 Tee, #9 green, #1 Tee serves as out of bounds.

4. PRACTICE: Practice before or between Rounds is permissible.
5. ABNORMAL GROUND CONDITION:
- Abnormal ground conditions include casual water, ground under repair, burrowing animals, french drains, fire ant beds and antelope or deer droppings.
Relief : Except when the ball is in a water hazard or a lateral water hazard, a player may take relief from interference by an abnormal ground condition as follows:
(i) Through the Green: If the ball lies through the green, the player must lift the ball and drop it without penalty within one club-length of and not nearer the hole than the nearest point of relief. The nearest point of relief must not be in a hazard or on a putting green. When the ball is dropped within one club-length of the nearest point of relief, the ball must first strike a part of the course at a spot that avoids interference by the condition and is not in a hazard and not on a putting green.
- Nursery green to the right of #12 tee box and the right of #17 fairway will be played as Wrong Putting Green an area where play is prohibited.

a. Interference
Interference by a wrong putting green occurs when a ball is on the wrong putting green.
Interference to a player’s stance or the area of his intended swing is not, of itself, interference under this Rule.
b. Relief
If a player’s ball lies on a wrong putting green he must not play the ball as it lies. He must take relief, without penalty, as follows:
The player must lift the ball and drop it within one club-length of and not nearer the hole than the nearest point of relief.
6. STAKED TREES: If stakes or guy wires supporting a young tree interfere with stance or area of intended swing, the area occupied by the stakes wires and the tree it self is prohibited. Rule 24-2 pg. 71. See #10 below for newly planted trees.
7. WATER HAZARDS: Margins are defined by yellow lines. When both stakes and lines are present, the stakes identify and the lines define the hazard.

NOTE: As an additional option, players may proceed to the area marked “Ball Drop” on the forward most tee on hole No.11. A ball played from this area is in play and the original ball shall be abandoned.
8. LATERAL WATER HAZARDS: Margins are defined by red lines. Proceed under Rule 26, pg. 78-80.
9. TURF PLUGS ON PUTTING GREENS: On the putting green, hole plugs maybe repaired per Rule 16-1c, pg.52. Turf plugs smaller or larger than hole plugs shall be considered ground under repair and played under Rule 25-1b(iii) pg. 75.
10. TEMPORARY IMMOVABLE OBSTRUCTIONS: Appendix I 6-a, pg.110 -111. is in effect for fans around the greens which affords swing, stance and line of sight nearest relief.
11. TREE WRAPPINGS, ELECTRICAL WIRES, LIGHTNING RODS AND CABLES closely attached to trees are integral parts of the course from which no relief is granted.
12. OBSTRUCTIONS: All wood or stone retaining walls are integral parts of the course and are not obstructions. Otherwise, immovable obstructions include, but not limited to, the following:
- Artificially surfaced cart paths, which includes timbers or railroad ties shoring the sides of cart paths.
- Ornamental planting areas totally surrounded by cart paths, or rock walls, e.g., “Byron Nelson Statue” between #1 tee and #9 green, and turnaround by #14 tee and #14 green. The wall is treated as an Immovable Obstruction and the bed of such obstruction is treated as ground under repair in an area where play is prohibited.
13. DOUBT AS TO PROCEDURE: In stroke play only, a player may elect to play a second ball if there is doubt as to procedure. To obtain all the benefits of this rule, before playing either ball, the player should announce (a) his decision to invoke Rule 3-3 and (b) with which ball he wishes to score if the Rules permit. To avoid disqualification, The competitor must report the facts of the situation to the Committee before returning his score card. If he fails to do so, he is disqualified. Rule 3-3, pg. 22-23.
14. IMMOVABLE OBSTRUCTIONS:
(1.) Pump house and screen fence on hole #8 should be treated as an Immovable Obstruction. If the ball is not recoverable please proceed under Rule 24-2, pg.71-72.
(2.) Wire cages around trees should be treated as immovable obstructions. If your swing or stance interferes with the cage you are entitled to nearest point of relief and one club length relief, no line of sight relief
15. STONES IN BUNKERS: Appendix I Part A,5, pg. 110, “Stones in bunkers are movable obstructions (Rule 24-1 applies).”
16. RESULTS OF THE COMPETITION: when all scores have been posted on the Official Scoreboard and approved by the Rules Committee the result of the competition shall be deemed to have been officially announced.
17. PUTTING GREEN DAMAGE: Damage to a putting green caused by deer tracks only, maybe repaired when playing from the putting green. Dec. 33-8/33 pg. 484
18. THROUGH THE GREEN DAMAGE: Damage through the green caused by armidillos digging and deer droppings can be played as ground under repair, relief can only be taken for lie of the ball not stance.
